PRE-AWARD REGISTRATIONS

SYSTEM FOR AWARD MANAGEMENT (SAM) 

The System for Award Management (SAM) is a Federal Government owned and operated free web site that consolidates the capabilities in Central Contractor Registration (CCR)/FedReg, Online Representations and Certifications Applications (ORCA) and the Excluded Parties List System (EPLS).  

 

Before a contract for funding from The Resource Group (TRG) can be executed the potential Subrecipient must register in the System for Award Management (SAM) and obtain a Unique Entity Identifier (UEI). Failure to register in the SAM and/or obtain a UEI will preclude the potential Subrecipient from receiving funding regardless of the outcome of the Subrecipient Selection Process. 

You will need: 

  • Unique Entity Identifier (UEI) 

  • Tax ID number (Employer Identification Number (EIN). Apply For An EIN

  • Other information, such as: business start date, congressional district, and physical and mailing addresses 

  • To designate an E-Business Point of Contact (E-BIZ POC), and a Marketing Partner Identification Number (MPIN) 

  • The MPIN is your organization’s personal code, which serves as a password. 

  • The E-BIZ POC will use the MPIN to approve Authorized Organization Representatives (AORs) in Grants.gov.

The SAM will email you once they validate your information and activate your registration, typically within one to two weeks. 

Keep your SAM registration active - renew at least once each year. Renewal will take 24 to 48 hours to activate. 

 

 

UNIQUE ENTITY IDENTIFIER ​

The Unique Entity ID is the official identifier for doing business with the U.S. Government. On April 4, 2022, the unique entity identifier used across the federal government changed from the DUNS Number to the Unique Entity ID (generated by SAM.gov). 

 

  • The Unique Entity ID is a 12-character alphanumeric ID assigned to an entity by SAM.gov. 

  • Entities registering in SAM.gov are assigned a Unique Entity ID as a part of the registration process. 

  • Entity uniqueness continues to be validated by an entity validation service. 

  • Subcontracting reporting requires the Unique Entity ID obtained in SAM.gov. 

  • Interfacing systems must use the Unique Entity ID. 

 

 

IRS EMPLOYER IDENTIFICATION NUMBER (EIN) 

An Employer Identification Number (EIN) is also known as a Federal Tax Identification Number and is used to identify a business entity. Before a contract for funding from The Resource Group (TRG) can be executed the potential Subrecipient must obtain and provide its EIN/Tax ID. Failure to obtain an EIN/Tax ID will preclude the potential Subrecipient from receiving funding regardless of the outcome of the Subrecipient Selection Process. The EIN process can be completed online or via telephone.
